I2C memory direct writting?

Dear ,
I'm going to assign a midi controlled audio effect processor whitch will be built with Atmel 89C4051 proccessor and 24LC32 I2C memory and RS232 seriall interface. I would like to send new external programms directly to the memory using RS232 processor interface. Regarding this problem i have 3 questions:
- how could i do this without the development board i.e. what kind of programm etc. should i use?
- how could i bypass the effect i.e. turn off the effect?
- what kind of effect is the 5-th effect?
